The data industry mainly includes data collection and aggregation, computing and storage, flow transmission and transaction, development and utilization, security governance, and data infrastructure construction and services, which is a new emerging industry that promotes the marketization and value-added of data elements. In recent years, China's data industry has grown rapidly, gradually expanding its scale.
The data industry scale has grown rapidly. China's data industry is in a rapid growth stage, with a large market space, having become an added growth point for digital economy development. According to the National Data Development Research Institute, as of 2024, there were over 400,000 data enterprises across the country, and the data industry scale reached 586 billion CNY, increasing by 117% compared to the end of the "13th Five-Year Plan" period. It is expected that in the next few years, the growth rate will remain relatively high.
The data industry chain is accelerating its formation. Currently, data technology is rapidly evolving from commercial intelligence (BI) to artificial intelligence (AI), with characteristics such as data depth mining and fusion application, algorithmic power, and data integration. The industrial ecosystem is taking shape. Data-driven technological innovation, application innovation, and industrial innovation are constantly deepening, with the "data-driven" and "knowledge-driven" industries emerging. According to the National Data Development Research Institute, by 2024, the average R&D investment of listed data enterprises increased by 79% compared to the end of the "13th Five-Year Plan" period, with an annual growth rate of 15.7%. The innovation vitality of the industry chain is continuously strengthened.
The data industry is showing a clustering development trend. Various regions are seizing opportunities and speeding up their layouts, with resources concentrated, technological innovations triggered, and applications driven. From a regional perspective, the Yangtze River Delta has formed a multi-level, full-chain data industrial ecosystem, with resource sharing, innovation coordination, and aggregation effects outstanding. In 2024, the Yangtze River Delta accounted for 22.6% of China's total data industry scale, with over 10,000 data enterprises concentrated, which is an important growth pole for China's data industry. From a city perspective, cities such as Beijing, Shanghai, Guangzhou, Shenzhen, and Hangzhou have rich resources, vibrant technological innovation, rich application scenarios, and strong attractive power to head enterprises and innovative entities, with the industrial ecosystemization trend more pronounced. This year, we plan to deploy several pilot projects for data industry clustering zones, continuously optimizing industry layouts, speeding up the formation of industrial ecosystems, and scale advantages.
