China's National Data Bureau: The Country's Artificial Intelligence Patent Number Accounts for 60% of Global Total
Xinhua Finance News, August 14, 2025 - The State Council Information Office held a themed press conference on August 14 to introduce the achievements in China's digital development during the "14th Five-Year Plan" period and answer questions from reporters.

During the "14th Five-Year Plan" period, under the strong leadership of the CPC Central Committee with General Secretary Xi Jinping at its core, China has grasped opportunities for digitalization, networking, and intelligence, comprehensively deepened data element market-oriented reform, and accelerated the transformation of digital green development. The country's digital development has achieved significant results.
Firstly, digital infrastructure has seen remarkable growth. China's digital infrastructure is at the forefront in terms of scale and technology. As of June 2025, the total number of 5G base stations increased by fivefold compared to 2020, reaching 455 million; broadband users grew by 34 times to 226 million households; and computational power ranked second globally, driving economic and social development.
Secondly, technological innovation has broken new ground. The past often referred to "lack of chips" as a reflection of China's self-reliance in high-end chips, operating systems, and other areas. After years of continuous efforts, the digital sector has overcome key core technologies, solving these problems and showcasing China's significant development achievements. Integrated circuits have accelerated layout formation, covering design, manufacturing, packaging, testing, materials, and equipment; domestic operating systems have accelerated their rise to prominence, with Huawei's HarmonyOS reaching 11.9 billion devices, equipped for over 1,200 types of products such as smartphones, cars, home appliances, etc.
Thirdly, data elements have seen rapid value release. Our system has been pushing forward data element market-oriented reform, and policy combinations have been rolled out to convert massive data advantages into new national competitive advantages. Data infrastructure development has been accelerated, with various places conducting experiments on data flow and utilization.
Fourthly, digital economic development momentum has become stronger. Digital technology and real economy integration have deepened significantly. Software revenue has increased by 80% compared to 2020, reaching a scale of over $100 billion; electronic information manufacturing industry added value has grown by more than 70%. The digital transformation has accelerated, with over 10,000 intelligent factories built, covering more than 80% of manufacturing industries.
Lastly, digital public services have become more accessible and convenient. Digital technology has significantly improved the accessibility and fairness of public services, allowing citizens' livelihoods to continue "rising." The "High-Efficiency One-Stop" system has entered a new stage of institutionalization and normalization, with many items achieving online processing and high-efficiency settlement.
The "14th Five-Year Plan" period has solidly supported China's economic and social development at a high level. Looking forward to the "15th Five-Year Plan," we are confident and capable of making greater achievements in digital China development, empowering economic and social development with data elements, and allowing all people to share the benefits of digitalization.
