【Henan Daily News】 On August 9, the Henan Provincial Government issued the "Henan Province's Measures to Support AI Ecological Development", which proposes a series of support measures from strengthening model development and application, reinforcing computing power supply services, promoting data development and utilization, deepening scenario cultivation, etc.

The measures include setting up a total of 30 billion yuan in artificial intelligence industry funds to strengthen patient capital, explore support mechanisms such as investment-linked and lending-linked, and meet the financing needs of AI enterprises at different stages of their life cycles.

Supporting enterprises, research institutions, and universities to conduct large-scale AI model development, registration, and application. For new companies that have passed the national internet information office's generation-based AI model registration, provide a one-time subsidy of 1 million yuan. For enterprises that independently develop and publicly release AI models with good market application effects, provide a maximum subsidy of 10 million yuan.

Establishing an algorithmic platform operation settlement mechanism with a core algorithmic coupon, with a total annual amount not exceeding 50 million yuan. Supporting enterprises, research institutions, and universities to build AI innovation platforms, providing a one-time subsidy of 5 million yuan for newly established national-level platforms, and continuous support up to 10 million yuan based on their R&D inputs and implementation of high-quality projects.

Deepening scenario cultivation. Supporting key industries such as industry, agriculture, culture, and tourism, transportation, healthcare, etc., to develop AI applications, and providing a maximum subsidy of 100 million yuan for high-quality data libraries used for model development, training, and fine-tuning.

Supporting the cultivation of AI talent. Introducing and cultivating AI professionals with international competitiveness, and providing relevant financial rewards and service guarantees.
