Guidelines for Developing Autonomous Vehicle Technology
Each year, the technology of autonomous vehicles is developing rapidly. In July 2025, the Shanghai High-Level Autonomous Driving Zone's "Mudi Intelligent Driveway" action plan was officially released, aiming to achieve L4-level autonomous driving with over 6 million passengers, open roads exceeding 5,000 kilometers, and having more than 90% of new cars equipped with L2 and L3 functions by 2027.
To guide the research and development of autonomous vehicle technology and its application, the Ministry of Science and Technology released "Guidelines for Developing Autonomous Vehicle Technology" on July 23, emphasizing the principle of "people-centered, safety-oriented." The guidelines clarify the ethical standards for different types of autonomous driving technologies.
