Li Dianxun emphasized that it is necessary to follow the laws of technological innovation, industrial development, and modern finance, and scientifically and practically design the organizational structure for the tech trading platform "Hanjiao". On one hand, we must grasp the functional positioning of local governments, build a high-quality public service layer for collecting technology innovation resources, publishing technology achievement information, and registering transaction contracts; on the other hand, we should optimize and integrate state-owned enterprises' assets, platforms, and businesses within the province, cultivate high-level market-oriented professional services with technical trading mediation and entrepreneurial incubation as its support. Meanwhile, we encourage domestic and foreign tech trading and achievement conversion service institutions to set up shop, providing various types of market-oriented technological innovation services, and reconstruct a high-level, core-type tech trading market with "unified openness, competitive order, systemic completeness, and governance perfection". This will effectively improve the quality, efficiency, and credibility of technology innovation resource allocation.
