National Development and Reform Commission: Continuing to Improve the National Unified Power Market System, Further Unifying Rules and Breaking Barriers

Wang Renfei said that building a national unified power market is a key task in deepening electricity system reform and an important support for constructing a new-type power system. Since this year, the construction of the national unified power market system has achieved a series of results. The market mechanism for optimizing energy resources on a larger scale has broken through, and the State Grid, South Grid have established cross-grid operating areas for regularized transactions, realizing real-time networking electricity trading; the spot power market is about to achieve full coverage, with the help of spot power markets that can respond in real-time and adjust supply and demand, both key links and focus points in building the national unified power market system.
Currently, there are already 25 provincial-level markets that have started spot transactions, with six provinces having officially launched their spot markets. At the same time, a unified power market technical rules system has been basically established, forming a "1+6" rule system based on electricity market operation basic rules, with ordinary transactions as the mainstay, and registration, measurement settlement, and information disclosure as supporting mechanisms.
In the next step, the National Development and Reform Commission will continue to improve the national unified power market system according to market development, further unifying rules, breaking barriers, expanding functions, and increasing scale to provide more powerful support for ensuring energy security, low-carbon transformation, and economic growth.
