New National Standard for Electric Bicycles to Take Effect, Over 973,000 Relevant Enterprises Nationwide
The new national standard for electric bicycles, "Safety Technical Specifications for Electric Bicycles" (GB 17761—2024), will officially come into effect on September 1st, 2025. As a new mandatory standard for whole-vehicle safety technology, the new regulation will comprehensively revamp key areas such as speed limits, fire and flammability prevention, material usage, whole-vehicle quality, and tamper-proofing, aiming to eliminate potential safety hazards from their source and elevate industry standards.
The new regulation explicitly stipulates that electric bicycles shall not exceed a design speed of 25km/h, and innovatively introduces the "over-speed cutoff" mechanism – when the speed exceeds 25km/h, the electric motor will automatically stop outputting power. This design ensures safe riding while eliminating non-compliance risks through technical means.
This national standard upgrade marks a significant step forward in managing the electric bicycle industry. From speed limits to material flame retardation, from tamper-proofing to quality control, the new regulation drives high-quality development of the industry with fine-tuned standards, providing consumers with robust safety guarantees and facilitating greener travel.
Data from Tianyancha Professional Edition shows that as of now, there are over 973,000 relevant electric bicycle enterprises in operation nationwide. In terms of regional distribution, Beijing City, Jiangsu Province, and Guangdong Province have the highest number of related enterprises, with a total count exceeding 300,000, accounting for 30.9% of the total.
Furthermore, based on Tianyancha's risk and deep-risk analysis, approximately 2.43% of electric bicycle-related enterprises are involved in legal cases.
