Opinions on Gradually Implementing Free Preschool Education: No Tuition Fees for Public Kindergartens Starting from Fall 2025
Glon 8/5 | The General Office of the State Council has issued Opinions on Gradually Implementing Free Preschool Education, promoting the development of preschool education in a way that is widespread, accessible, safe, and high-quality. The opinions stipulate that starting from Fall 2025, public kindergartens will waive tuition fees for children aged one year old or above who are enrolled in the same kindergarten. The tuition fee standards will be based on the approved tuition fees of public kindergartens at the county level or above (excluding food, accommodation, and miscellaneous expenses). For children enrolled in privately-run kindergartens that have been approved by the education department, the tuition fees will be reduced to a level similar to that of public kindergartens. If the tuition fee exceeds the waived level, the kindergarten can continue to collect it from families according to regulations. The portion of tuition fees resulting from waiving fees that reduces the kindergarten's income will be subsidized by the financial department in consideration of factors such as the number of children enrolled, the actual tuition fee per capita, and local circumstances.
