Observation by Times Report Local Two-Will Opens Curtain, Releases Important Signals
Times Report correspondent Jiang Tan
As the new year begins, China enters the "Local Two-Will" time. From some provincial capital city government work reports, we can see positive signals for stable economic growth and promoting high-quality development.
The Local Two-Will is an important indicator of observing local economic and social development, reflecting the expected targets of economic growth. Although current economic operations face some new situations, each region has demonstrated its determination to achieve stable growth by setting economic growth targets. For example, the 2025 economic growth targets for Nanjing and Shenyang are higher than their actual growth rates in 2024. Guiyang maintains stability, with a growth target of around 6%, but has increased by 0.5 percentage points compared to its expected target in 2024. If this target is achieved, the regional GDP of Guiyang will take a new step forward. The Central Economic Work Conference emphasizes stable growth, stable employment, and stable prices, providing a solid foundation for the development of national economy, reflecting a firm determination to promote steady growth.
The Central Economic Work Conference proposes supporting major provinces in playing a leading role, encouraging other regions to adapt to local conditions and develop their strengths. Each region has identified clear measures to promote steady growth. For instance, Nanjing will effectively implement policies to stabilize the housing market, accelerate the upgrading of commercial areas such as Xintiandi and Yantan, and complete actual investments of RMB 16 billion; Guiyang will focus on "integration of storage and calculation" and continue to strengthen the calculation center's appeal, building the world's largest domesticized intelligent cluster, and ensuring that software and information technology service industries exceed RMB 100 billion. Shenyang will accelerate the construction of an internationalized city in Northeast Asia. Each region has formulated development strategies based on its own advantages and resources, which is conducive to enhancing regional economic vitality and providing strong support for national economic development.
2025 is a year of great significance for the conclusion of the "14th Five-Year" plan and the laying out of the "15th Five-Year" plan. As each province's "Local Two-Will" opens curtain, it can be expected that more positive policies will emerge, showing local determination to grasp high-quality development and maintain a good momentum for economic and social development.
